What is a Daycare Lead Inspection?

 

Daycare Lead Inspection is a comprehensive lead inspection conducted in compliance with Rhode Island Department of Health regulations. The purpose is to ensure that childcare facilities are free from lead hazards that could pose a risk to children.

Why is a Daycare Lead Inspection required?

Children are especially vulnerable to lead exposure, and Rhode Island law requires that all licensed daycare centers, preschools, and other childcare facilities comply with lead safety standards to protect the health of children in their care.

Who performs the inspection?

​

The inspection is conducted by a licensed Environmental Lead Inspector or Lead Inspector Technician who is trained to assess lead hazards in both residential and childcare settings.

What does the inspection include?

​

The inspector will conduct a room-by-room evaluation of the entire facility, including classrooms, play areas, offices, and common spaces. The inspection may include:

​

  • Paint testing (using XRF or other approved methods)

  • Dust sampling from floors, windowsills, and other surfaces

  • Soil sampling in outdoor play areas

  • Water sampling from drinking fountains or sinks

​

The inspector will also look for friction and impact points (e.g., doors, windows, stair treads) and any damaged or deteriorating surfaces that could present a lead hazard.

What report is produced?

The inspection results in a comprehensive written report, typically 15–20 pages, documenting:

​

  • Locations of lead hazards

  • Sample results for paint, dust, soil, and water

  • Recommendations for remediation, if necessary

​

What certification is issued?

​

If the facility passes the inspection and all lead hazards are addressed, the daycare receives a Conditionally Lead Safe Certificate, confirming compliance with Rhode Island lead safety regulations.

When is this inspection required?

​

A Daycare Lead Inspection is required:

​

  • Before opening a new childcare facility

  • When a facility undergoes renovations that may disturb lead paint

  • Periodically as mandated by the Department of Health to maintain licensing

​
